The following information has been taken from diverse sources, but mostly comes from "Century 21" No.15, Winter 1993, a Special Captain Scarlet issue, with a Complete Spectrum Encyclopaedia.

Data from Spectrum files withheld. Because of security reasons, the Spectrum organization will not release many of the specific details of the Spectrum hover packs.
Known
details: These hover packs are powered by the electricity generated by
the SPV power pack, driving high-speed compressors which in turn supply the
Vertical Take-Off and Landing (VTOL) air-jets, with enough vertical-thrust to
keep it wearer aloft at least eight hundred feet from the ground (as seen in
episode 1). The over packs are made from conventional aircraft materials.
The colour-coded flight helmets for these Spectrum hover packs also have
internal microphone communications gear (with the microphone on the right-side
of the face). Also termed as the power pack, rather than hover pack,
whereas the power pack is simply the power source for the hover jets, as these
hover jets are not part of the power pack itself, but are added to the power
pack as a separate unit.
