No but seriously, Captain Ochre would probably be a very competent fighter pilot. He was a licensed pilot before joining Spectrum.

Judging from 'Flight to Atlantica', Spectrum is a relatively young organisation and it was originally evolved to cope with a world that wasn't at war. Five Angels could very well have been the right number for the level of activity Spectrum's creators would have envisaged for them. With the Mysteron War of Nerves starting up, that would have changed but I would hazard a guess that red-tape being what it is, it would take a little time for any request for additional manpower to go through the channels. I mean there was no move to replace the three Captains lost in the early days and these were field agents! Myself, I added two Angels to the main rota, plus created the Cherubim and Archangels for other duties.
As for rank... My instinct is to give them Captain or Lieutenant rank. Most of the time it wouldn't come up as any Angels dispatched to the scene would automatically come under the command of the field commander, which would likely be one of the Captains from Cloudbase. At risk of sounding a little biased, the Angels were a support facility, rather than command personnel, so there would rarely be a chance for conflict. Unless you're Symphony Angel, that is.

According to some CS annals, Destiny & Melody both often act as "Pack Leaders". In addition, Melody & Symphony are also helicopter pilots.
Now, experiencewise, Melody & Harmony have extensive backrounds in flight. Melody was a pilot in the World Army Air Force. Whereas Harmony, ran her late father's air-taxi service.

But Melody was only in the WAAF for 2 years and a year of that she spent marooned on a desert island.
Destiny was also a WAAF pilot - ."not knowing just what career to go for, Juliette decided on joining the World Army Air Force (2060) as a “fill-in” job. Because of her unusual qualifications and few job interests, (she) was moved to the WAAF intelligence corps. There she became so enthusiastic in her work that she decided to make intelligence her career after all. As another part of the job Juliette began training as an aircraft pilot and soon made a name for herself amongst WAAF officials for her flying skills..."
So Destiny was a pilot by accident!
Both Rhapsody and Symphony learn to fly as part of doing another job, and decide they like it.
Ochre learned to fly and being denied a commission in the WAAF went into the police force. Presumably he flew when he wanted to still - but he would not have been flying military standard planes.
Blue - as a test pilot - and Scarlet - as a WAAF colonel - must've flown state of the art craft. Its possible Grey did too - Troy Tempest flies planes in 'Stingray' and Bradley Holden was in the WASPS as well.
Magenta - well - nothing is said about him flying before he joined Spectrum. He may not have been able to fly - or fly very well - but even so, I am sure Spectrum could have arranged tuition for him - and anyone else who needed bringing up to the mark - once they were on the books.
Maybe this is why - if Spectrum is a 'relatively young organisation' as has been suggested, we don't see any of the others flying planes (that I can remember, anyway). Ochre drives the yellow fox tanker - but even in his finest hour (Flight to Atlantica) he is given the task of 'bombadier' while Blue flies the plane (somewhat haphazardly
