Although, I DO have the CS magazines myself. But I do not recall seeing it on a cover...

The picture occurs in:
The New Thunderbirds Comic, no 84, January 6th 1995. (Page 10)
The details of the competition are given on page 2, where it says:
YOUR CAPTAIN BLUE MISSION
On page 10 we publish a fantastic picture painted by Michael Noble. It shows Captain Blue in action - but we want to know what you think is the story behind the picture.
In not more than 100 words, tell us about Blue's mission. A prize will be waiting for the senders of the best stories which will be published in a future issue of The New Thunderbirds.
Send your entries to the address given in Agents' Reports on page 15 - and mark your envelope Captain Blue Mission.
I suppose it doesn't actually say the picture was painted FOR them - but it may well have been.
