Lunarville 7 -------> Crater 101

Obviously the Lunar Controller sent out the message that the moon was at peace with the Mysterons and would remain neutral, and also that they had contacted the Mysterons to arrange peace.
I wondered if he was already a Mysteron agent at the time he sent this out. But if he was, why on earth would he have let Spectrum know of the fact he could contact them, as surely it cause Spectrum agents to come out to the moon, and obviously put the discovery of the new Mysteron complex at risk. Surely if he hadn't sent out the message then Spectrum would never have come out there.
This makes me think at the time of this message he was not a Mysteron, and was taken over sometime between his message and the arrival of Scarlet, Blue and Green.
If a Mysteron, why risk the discovery of Crater 101 by announcing contact, which was bound to cause Spectrum to go up there to get the moon back on their side. It just gave them excuse to examine the Humboldt sea.

Maybe it was just an excuse for the producers to use bouncy moon cars?

If the LC was a Mysteron by the time he announced the treaty, he gave Spectrum a potential way to communicate with the Mysterons - something they were desperately seeking.
It also gave the Mysterons an ideal way to get rid of Spectrum's top two agents, a task they only failed in because Fraser couldn't keep his mouth shut

Considering what happened in Dangerous Rendezvous - which is the third part of the "Moon Trilogy", this is also a theory at least worth mentioning.
