This question is asked primarily to raise a point of discussion: What the Mysterons think of the use of money as a medium of exchange.

That process must be fairly fast: in the very first episode, very shortly after meeting Earth people for what we assume is the first time, they knew about the World President.

If they had been doing that they would surely have realised the importance of money to the human race, even if they hadn't absorbed the knowledge from the people they retrometabolise.
In the case of the 'Second National Bank' - perhaps it was just a lucky guess that the thieves would strike there?
'Heart of New York' is one of the most obscure episodes as to what is supposed to be going on, and why - IMHO.

Absolutely! I always think that when I watch that particular episode. Also one other thing about the episode, is it just me or does Captain Black look slightly different in this episode? I do think it was just a lucky guess the robbers chose to strike there.

If so, all tthh Mysterons had to do was rent a copy of 'Die Hard With A Vengeance' to get the idea.

What if the Mysterons have been doing these threats as a way to explore history. At one point they were probably carbon based lifeforms like ourselves, and so by giving threats, they are seeing how spectrum reacts, how everyone reacts and what actions are taken. Maybe it helps them understand what they might've been like when they were at our stage of development.

The story itself is pretty obscure, as Marion said. If the chronology's to be believed, the Mysterons made their threat to destroy the heart of New York before the robbers decided to raid the Second National Bank - which raises the question of whether the Mysterons anticipated such a move. The wording of their threat suggests that they did anticipate it - in which case it's fair to assume that at least one of the aims of the attack was to rub mankind's collective nose in one of his own little vices - which was pretty much what they said at the time. But then we have to ask how did the Mysterons anticipate that the robbers would target that particular bank? How did the Mysterons even know that there were any robbers? Or that those robbers would announce as part of their own little deception that they were about to destroy the Second National Bank, even though it's apparent from the exchange with Captain Magenta at the road block that they knew that the Mysterons had already made a threat involving New York? Suppose they had decided that a cordoned-off New York that could have easily been swarming with Spectrum personnel was too big a risk, and had decided to raid a gas station in New Jersey instead?
There's almost an explanation: the sequence of events would hang together if the leader of the gang was actually already a Mysteron agent at the time the Mysterons issued their threat - because it was his bright idea that put the whole chain of events in motion. Unfortunately that doesn't hold water, because all three robbers were scanned with a Mysteron detector on their way into New York and pronounced clean. Oh well, it looks as though we just have to fall back on the old adage that the Mysterons have powers that we cannot hope to understand....

What dastardly plan was Shreck planning when Captain Black trapped him with his accomplices in the vault of the bank? Did he perhaps escape into the sewers beneath the vault with his ill-gotten gains before the bank was destroyed, where The Penguin was awaiting his return? Since no doubt much of the gold in the vault would have been deposited by Shreck himself, was the operation really a massive insurance fraud? Clearly there's more to this incident than was previously believed....

Ah but... Considering that all the events, as you just explained could be a gigantesque financial fraud, ONE possibility we might consider is that the Mysteron detector could have been tempered with! And don't we have a prime suspect on the scene, who in the past dwelve in FINANCIAL crimes before becoming a Spectrum officer?! Doesn't he have the electronic expertise to temper with Spectrum equipment? Mmm?
This report should be sent to Martin Conners, Spectrum Intelligence, for further investigation... I'm sure he can dig some interesting facts with all this information...

S.I.D., that's essentially what the Intensity Angel speculated might be the case. So perhaps you and she are right--they are almost certainly not after money, only panic and chaos.

A class mate said,
"Maybe the Mysterons aren't as strong as they say they are, thats why they are attack slowly like grandmas."
