Another take on Spectrum ranks...

If you compare military ranks a Lt in the navy is equal to a captain in the army while a captain in the navy is equal to a colonel in the army. Spectrum seems to base its ranks on the navy or Royal Air Force, it's base is a floating aircraft carrier. A Spectrum colonel however seems to be equal to a brigadier, commodore, admiral or general. The British army rank of Brigadier used to be called Colonel Commandant and RAF has Air Marshals.
PS Notice in the CGI series Colonel White has gold on his shoulder decoration while everyone else has plain metal.

Captain Scarlet, for one, would be the ordnance expert; however, in a nod to his retro-metabolic virtual indestructibility, he would also be the Spectrum Organization's Chief of Enforcement and Troubleshooting. This would authorize him to carry out high-risk missions. He would also be the Chief Army-and-Air Force Liaison, owing to his being the youngest full colonel in World Army-and-Air Force history and the son of a WAAF general officer.
Captain Blue, who was once the Inspector General of the World Aeronautical Society's United States chapter, would be the Chief of Non-Covert Security.
Captain Grey, former World Aquanaut Security Patrol officer that he is, would be the Chief Navy Liaison.
Captain Magenta, ex-mobster and ex-master computer criminal extraordinaire, would, by dint of his strong linguistic skills, be Chief Diplomatic Officer.
Captain Ochre, former Detective Inspections Commander of the World Government Police Department's United States "orecinct," would be the Chief Law-Enforcement Liaison, and the Spectrum Police Commissioner (call sign and real name still classified information) would report directly to him.
Dr. Fawn is, of course, Chief Medical Officer of Cloudbase; he would also be the Spectrum's Chief Medical Liaison to the Surgeons General of the World Armed Forces.
Captain Indigo was the Spectrum's Chief of Intelligence; alas, he fell victim to Mysteron take-over, and his likeness was the first ever destroyed using the Cherenkov radiation of the Mysteron rifle.
Lieutenant Green, in addition to being the Cloudbase Chief of Communications and Colonel White's aide, would be the Chief of Computer Operations. And you should not allow that "lieutenant" rank to deceive you; his actual grade would be the equivalent of full colonel in the World Army-and-Air Force. The "lieutenant" grade is there only because of his being primarily a base support officer.
Father Ivory, whom Mary J. Rudy identified as the Cloudbase Chaplain, and whose story I told in "Ivory Father," where I gave his real name as Bartolomeo Dominic Bellisario, would be the Chief Corps Of Chaplains Liaison and Captain Magenta's Deputy Chief Diplomatic Officer.
And lastly, Colonel White, of course, as the Supreme Commander-In-Chief of the Spectrum Organization, or CINCSPEC, would be the Spectrum's direct liaison to World President James Younger.
I've deliberately left the Spectrum Angel Flight interceptor pilots out of this equation altogether, aside from Spectrum Harmony Angel, being in charge of martial arts instruction, specifically judo. I've started off the short story "Fifth Dan," which I hope will be accepted for "The Challenge Of Five," by having her serve as just that--CloudBase's resident judo sensei.

I think I remember reading in an old comic that there were 10 captains under Colonel White and that Spectrum had many more Lieutenants such as Lt Purple and Orange who piloted Cloudbase
In TV21 Issue 143 is where Lt Peach and Lt Purple are first mentioned as the pilots for Cloudbase.
