Images on fan fiction

What programs can I use. I've only got the Powerpoint and Paint and I'm trying to sort out Photodraw which has been playing up for years. I really would like to add some images so people can see things, like new characters, scenes or just general images. But what programs are best for creating new images?

This is a question of taste, availability, skills - and money!

For montages, I simply have an old Adobe PhotoDeluxe program. Admittedly, I sometimes combined it with plain old Word Art (from Word Office...) when it comes for titles, Corel PhotoHouse, GIF Animator (for basic animations), and even the simple Print Screen command and Photo Editor for simple stuff...

Well I managed to get Photodraw working again after a little coaxing, I got this out of it. Ideal for a fan fic I've got lined up. forgotten the exact term, oops!
