The reference to white breeches is indeed related to the wearing of white breeches by Spectrum security guards, but it also incorporates the reference to the same in Kimberly Murphy's and Richard Spake's story, "Whose Heart Is Blackest?" Remember, in that story, Captain Scarlet, Captain Blue, Captain Ochre, and Colonel White are all in their dress uniforms when they attend the party where Major Rainier Blackheart attacks Captain Scarlet, thinking Herr Hauptman Scharlachrot is still a Mysteron and making Captain Scarlet thinking Major Blackheart is ALSO still a Mysteron. ("Hauptman Scharlachrot," incidentally, is the literal German translation of "Captain Scarlet.")

I can see no mention of white trousers on anyone (not even the security guards). But in any case, if there had been, it would have been the vision of the authors, and they would be entitled to their own, just as anyone else.
A fan fiction story, presenting original material, does not make that material official.

Mind you, I'm not saying that the idea SHOULD be official. As I said in my response to Mary's posting, the question of including or not including white breeches is just a quibble. FAIK, I could be dead wrong.

Captain Scarlet donned his gray-and-white dress uniform cap. Like the rest of the uniform, it was discreetly trimmed with piping in the same color as his code name.
I could not spot a reference in either story that refers to the trousers as being white.
