scarlet plays roulette on a wheel, and he fires a dart at captian blue, and then leaves a pointer on the map to show where hes gone with the mysterons

I think it is:

Symphony's hair in 'Spectrum Strikes back ' is long, after it had been short in an earlier episode - The Trap.
Spectrum Strikes Back introduces the Mysteron Detector
At the start of the show Symphony, Destiny and Rhapsody are chatting in the Amber Room - Rhapsody just having returned from patrol. Lt Green comes over radio and says ' I have a red indication, Angel 1 is not manned' and Destiny replies 'She's just coming'....

That's right, marion!

You could also have said "Shadow of fear" becuase Captain Grey uses a mysteron detector, Symphony's hair is long again after being short in "Model spy", and when Cloudbase is moving, we see four angels in the amber room so the one we don't see, Rhapsody, must be angel 1.

is it still ok to answe this one?

the episode is "Fire at rig 15" and the pyrotechnics are either all the explosions or when jason says you can't blow out a fire like that with a firecracker, i think the luminsence is either the mysteron rings or where captain Black is standing in the door of jasons' truck and his face is lit up; and breakfast is where Scarlet, Blue and the rig people are having breakfast the next day.
