Having posted several pictures of dolls I have created out of bits and pieces from numerous sources HERE I feel I can answer this question. I'm not that familiar with the dimensions of the more recent talking doll, having used for these the original 1993 Vivid Imaginations doll, but I can tell you there really hasn't been an official "action pack" out on the market to outfit any of these dolls. You'll just have to keep your eyes open in your travels around various shops for stuff that looks like it *could* be used for your doll. I give descriptions of the various outfits with each of the pictures.
The only real accessories that would be true to the series and fit the kids' dolls were the pistol and glasses included with the Sevans resin model figures, which were similar in size to the Vivid figures. You can find these figures on eBay but be advised they are rather expensive kits for experienced modelers and the parts are unfinished. IMO not worth buying the whole kit if all you want are the accessories.

As to the winter coats, you could try looking online for customizers who do that kind of thing. I know one in particular who does custom made coats for 4 inch figures. I have bought from him in the past and can highly recommend his services. If you speak to him very nicely, he might be willing and able to do a 12 inch coat, but it won't come cheap. At worst he may be able to point you in the right direction:

I would have to agree with Mary about the gun. Your best bet is to find one of the Sevans kits, or to find someone who could cast the gun.

Actually, if you have any talent for arts 'n crafts, it would be fairly easy to make the gun yourself. It doesn't involve any curves (except of course for the barrel) or complicated shapes. It would just take some pieces of styrene sheet cemented together, plus a piece of tubing (a length of insulation from wiring should be about the right diameter) and an X-acto knife. There should be enough detail shots on the DVDs to give you an idea of its shape.
And as long as you have the wire out

It would be fairly easy to make those. There are one or two GI Joe/Action Man helmets that look similar. A new paint job and some silver coach trim striping, plus a print-out of the Spectrum logo onto a vinyl sheet.
I think the pilot and motorcycle police helmets would probably do.

There are couple in that ebay lot that would work.

Also a little video wouldn't go astray, if you wouldn't mind.
