I found this at short notice yesterday, and tired (unsuccessfully) to bid on it:

Does anyone know if this was released? Looks very like it's in the style of the 2001 Thunderbirds Vivid Imagination sets but I don't recall any Captain Scarlet sets in the range.

Promotional item for an unreleased version perhaps?

I've seen this on there before, a few years ago. If I remember correctly I also bid and didn't win, but I don't think the bidding went up that much. Can't help you on its release though, sorry.

The list says it's driven by Captain Black... but he didn't drive it in the episode "Avalance" which the truck is from...

It was part of the Vivid Imaginations SPV set made in 2001. The SPV must be missing. The truck exploded when an SPV rocket hit it.

Thanks Yorkie... I don't think I ever saw the SPV set, just the SPV by itself...

Yes but a small Captain Black figure would have more selling power than the anonymous 'Mysteron of the Week'...
