The picture was created with PhotoDeluxe and Photoshop. You have a background of the Tower Bridge (obviously), taken on a clear night. I darknened it a little for effect. Black was created from scratches, with no less than 10 pieces, all taken from various sources - legs, arms, leather coat(s), scarf and head. The rain effects were added by Photoshop.
